Upskilling the Construction Workforce for the Energy Transition: A Strategic Overview of the BUILD UP Skills Initiative in Spain (131388)

Since 2011, the European initiative BUILD UP Skills has promoted the upskilling of construction professionals to meet the EU’s climate goals, particularly regarding Nearly Zero-Energy Buildings (NZEBs). In Spain, this initiative has been developed through a series of interconnected projects focused on training, qualification, and awareness in energy efficiency and renewable energy systems.

The first project, BUILD UP Skills – Pillar I (2011-2012), established a national qualification platform, a status quo analysis, and a training roadmap. The second, BUILD UP Skills – Pillar II (Construye 2020)(2013-2016), implemented this roadmap through nine specialized training courses, a mobile application, and a national awareness campaign. The third project, Construye 2020+, under the Horizon 2020 Programme, (2018-2021) expanded the training offer with eight new courses, an energy auditor qualification, and an eco-label for skilled professionals. The fourth, Construye 2030 (LIFE Programme 2022–2024), updated the strategic framework by revising the status quo, renewing the training roadmap, and strengthening the qualification platform. The fifth and current project, Construye 2030plus, also under the LIFE Programme, (2024-2027) focuses on green micro-competences and aligns training schemes with key EU policies such as the European Green Deal, and the revised Energy Performance Directive (EPBD). 

Key outcomes include: the design of high-quality training materials for in-person education, a proprietary certification system for micro-competences, a self-assessment mobile app, an 8-hour online course on the EPBD, hands-on demonstration workshops with manufacturers, and a training roadshow across ten Spanish cities, reaching 400 active workers. Additionally, trainers participating in the roadshow have received specific pedagogical preparation. 

This paper presents an integrated overview of the five projects led by the Fundación Laboral de la Construcción (FLC), with contributions from CSIC, and other partners. It analyzes their impact on workforce development, alignment with EU decarbonization strategies, and contribution to the ecological transition through education and professional qualification.
